That’s an extremely difficult question to answer, because of the wide variety of software out there for music-making. The only programs that would even come close to what you want are going to be several hundreds of dollars at least. You might research MIDI notation software. It’s completely free, but not /quite/ as fun as Guitar Hero.
I think the closest thing to what you want is something based around sample libraries, but again, they’re very expensive. You’d almost be better off going to Wal-Mart and buying a “guitar” there.
I’m sorry I couldn’t help.
EDIT: Ah, you might try a free trial of something like Mixcraft. It’s the closest thing I can think of to what you’re looking for. Unfortunately, it sells for $ 65, but there is a free trial you could try. If you have a Mac, though, you could always play around with GarageBand.

ROCKBAND!(2)
hah, i play those too! but i have my instruments at home.
i have audacity to record things, its free. you can generate sounds with it as well but i stick to what i know how to do. you could try and mess around with it. i play rockband 2 when i want to make myself feel good at how bad i am at guitar.
i also like guitar hero 3.
uh if you have an xbox 360 and a drum set thingy then you can buy a game from xbox live for like 4 dollars that lets you simulate about 50 percussion sounds with your drum thingy.
if you have a mac i think theres a program on it that like lets you play instruments and such. i think its called garage band. also if you have an ipod touch theres an app that is just a piano and it lets you play it…by touching it. im not sure if that is free or not though.
thats all i can think of and if your reading this part of my answer i have probably wasted a few minutes of your life. im going to stop typing now.
bye!
